A Bill To Outlaw Puppy Mills In PA

A bill in the state Senate would outlaw so-called "puppy mills" in Pennsylvania. The bill would prohibit the retail sale of dogs, cats and rabbits in pet stores unless the animals came from shelters or rescues. The measure is known as "Victoria's Law" named for a German Shepherd rescued from a Pennsylvania puppy mill after ten years of breeding as many as 200 puppies, even though the dog suffered from a genetic abnormality which was not disclosed to those who purchased the pups.
