The study comes from the nonpartisan, Washington, DC-based Fair Elections Center. It ranks Pennsylvania 31st nationwide when it comes to voter accessibility, in part because the state doesn't allow same-day voter registration. The study looked at election laws in all 50 states to create an index of factors that may make it easier, or harder, to vote.
